I'm pleased to see a 20 billion dollar escrow fund get set up for victims of the environmental disaster in the Gulf of Mexico. I'm also pleased to see a smaller fund be created to compensate oil indusry workers idled by the moratorium on drilling. Now I hope that the tragedy can be contained, the continued spill contained, and the clean-up proceed in earnest. I think what surprises me most thus far is how little technology the oil companies developed to deal with a deep-water spill. A working machine that could "cover over" a billowing spill without getting clogged by ice is a difficult thing to build on an impromptu basis, but an easy thing to build given time.
This is one more reminder that sometimes regulations are a good thing, and their absence a critical disaster.
